1.  Cleaning a Deck
At a minimum, you will need to clean the deck prior to finishing. My favorite deck cleaner is Wolman Deck Brite Wood Cleaner.  I use a pump type garden sprayer to spray it on and I pressure wash it off. Deck Brite deck cleaner will prepare new or weathered uncoated decks or weathered decks that have been previously treated with clear or tinted water repellant.

Pressure Washing
If you are a painting contractor, you should already have a pressure washer which you use for prepping exteriors for repainting,  this is the tool of choice for cleaning the deck prior to finishing.  Use a 40 degree tip at about 1000 - 1500 psi.  Apply the deck cleaner with a pump garden sprayer and pressure wash it off.

If you don't have a pressure washer you can use a broom or stiff bristle brush in conjunction with the deck cleaner solution and rinse with a garden hose and nozzle - but that's work, pressure washing is much easier.

2.  Stripping a Deck
If the deck has been finished with a semi transparent stain you will either need to strip the deck to remove all of the previous stain or carefully pressure wash the deck to remove any loose stain and to clean the deck prior to refinishing with a semi transparent stain again.

Wolman Deck Strip is formulated to completely remove oil or latex stains, works pretty quickly -  in about 15 minutes and is biodegradable. Limitations: Deck Strip does not remove   .
100% acrylic paints or stains very well ( for acrylics Wolman makes a special striper called "Deck Strip ASR" ).

Apply the Deck Strip with a roller and / or brush, allow it to sit on the deck for 15 minutes or so, then pressure wash it off.  See product label for complete instructions
