get remover behind the duct tape and into the receptacle. Areas that you can't roll, use a brush on. Come back and re-soak and begin lifting off the wallpaper. After the paper is off , rinse the wall with warm water to remove any glue residue. A scotch brite scouring pad will speed things up a bit. Be sure to change your water often. If you took the time on your test patch and got the soaking time and timing down, the paper will come off in a systematic way and may even be "easy" to remove.
You must use a solvent primer to prevent this. I use either oil (Zinsser Coverstain or XIM 400) or shellac (Zinsser BIN) primer for this. If you are new to wallpaper removal, be sure to rinse and re-rinse to get the glue off, then use the proper primer and you should not have any problems with painting. One note I usually prime , then patch and then spot prime over the patching, before proceeding to the painting.
Do you need to prime if you are going to re-hang wallpaper?
I do. I don't know what was used last time and I like to hang over my own primer anyway. Some of my colleagues think it is foolish, but I do it so that I can prevent any issues from arising. The primer I use for this post removal and pre-hanging is Zinsser's Shieldz. I make sure the glue is totally removed before priming with Shieldz.
Removal
If you are perforating, do a whole wall and then soak it, while the wall is soaking move on to the next wall and perforate it then go back and re-soak the first wall.
You should now have everything covered up at least on the wall that you are working on. Starting at one end of the wall roll on the gel remover as you would a heavy coat of paint. Roll carefully around the electrical outlets making sure you don't

Soak these in a sink or bucket, often just warm water will do the job. If the cold air return covers are papered, these can be soaked in a laundry tub.
If you will be painting
Once the wallpaper is off, if you are not re-hanging wallpaper again you will have to prime the wall before painting. It is sometimes easy to over look some glue residue and if you do it will crack ( just like crackle) as the latex paint softens it .
